The steel "cage" in the middle of the shaft fits inside the knuckle of the coupler, thus stopping a worker from attempting to couple to the stationary car. CAUTION: Apply the car brake and wheel chocks before installing the Rail Car Coupler Lock. Holder supports a 12 x 15 in OSHA-mandated Blue Flag sign. Padlock included.
